The project was implemented within the framework of the cooperation agreement between Russian Railways and the Chinese Railways, signed in May 2014, and the Memorandum of Understanding and Cooperation between the Russian Post and the China Post, signed in October 2013 during the official visit of the Russian Prime Minister Dmitry Medvedev to the People's Republic of China. The Memorandum presupposes the expansion of transport routes for the delivery of mail from China to Russia and allows the attraction of additional cargoes to the Trans-Siberian Railway.

September 24, as part of the international specialized exhibition of transport equipment InnoTrans, taking place in Berlin, senior vice president of Russian Railways Valentin Gapanovich, general director of ZAO NPC INFOTRANS Igor Mikhalkin and president of Siemens in Russia, vice president of Siemens AG, Dietrich Moeller signed a memorandum on cooperation in the field of complex diagnostics of the state of the railway transport infrastructure.
